
I'm going to guess you had the game installed somewhere else before and you have moved it to the new drive, but you didn't change the RSI Launcher install path or reset the Launcher configurations - whatever. this is not a Cloud Imperium problem this is a Windows 10 safety feature.

This suggests a folder access permissions error and this can occur in Windows 10 - if you have installed the RSI Launcher to the default C:/Program Files/ location and selected another drive to install the game to Windows can deny access permissions to write to the 'external to OS drive' sometimes. "Installs the base game" suggests it is downloading the manifest only and is not proceeding to download the game files.
